This manual provides state administrators with a concise resource on the Victimsof Crime Act (VOCA) victim compensation and victim assistance grant programs. Developed by the Office for Victims of Crime's (OVC) State Compensation and Assistance Division, this guide provides background information and program guidance on VOCA, the Crime Victims Fund, OVC and the VOCA crime victim compensation and assistance grant programs. The manual highlights new features of the grant program, summarizes the major requirements for state programs, and reviews information about reporting, monitoring and technical assistance that state administrators should know.

The crime victims movement is an outgrowth of the rising social consciousness of the 1960s that unleashed the energies of the idealistic, 20-something generation of the 1970s. Its continued strength is derived not just from the social forces through which it began, but also from the leadership of extraordinary individuals, some of whom have personally survived tragedy, and others who have brought extraordinary compassion and insight as witnesses to such tragedy. In retrospect, one can say that the victims movement in the United States involved the confluence of five independent activities: (1) The development of a field called victimology. (2) The introduction of state victim compensation programs. (3) The rise of the womens movement. (4) The rise of crime that was accompanied by a parallel dissatisfaction with the criminal justice system. (5) The growth of victim activism.

Participants: An outreach protocol designed to ensure client safety was used to recruit participants experiencing stalking from among those who sought assistance from Safe Horizon programs co-located in police precincts and criminal, family, and integrated domestic violence courts in New York City. Of those who consented to participate in the study (n=101), 88 had experienced stalking by intimates. Six participants had experienced stalking at some point in their past but not during the time frame of the study (beginning one month before baseline and continuing over the next 12 months), and were removed from analyses. The final sample size consisted of 82 women.

At the same time that the federal government was supporting programs for victims, private initiatives were developing as well. In contrast to the federal interest, which was largely motivated by a desire to improve victim cooperation with the justice system, private efforts were prompted by the simple humanitarian conviction that society has an obligation to treat victims fairly. Private, or grassroots initiatives were often founded by former victims and worked outside of criminal justice agencies, which were seen as flawed structures.

Crime takes an enormous physical, financial and emotional toll on its victims. On21129 November 1985, the General Assembly of the United Nations adopted the 211Declaration of Basic Principles of Justice for Victims of Crime and Abuse of 211Power (General Assembly resolution 40/34, annex) based on the conviction that 211victims should be treated with compassion and respect for their dignity and that 211they are entitled to prompt redress for the harm that they have suffered, through 211access to the criminal justice system, reparation and services to assist their 211recovery. The Declaration recommends measures to be taken on behalf of victims of 211crime at the international, regional and national levels to improve access to 211justice and fair treatment, restitution, compensation and assistance. It also 211outlines the main steps to be taken to prevent victimization linked to abuse of 211power and to provide remedies for the victims. In May 1996, the United Nationals 211Commission on Crime Prevention and Criminal Justice, at its fifth session, 211adopted a resolution to develop a manual or manuals on the use and application of 211the Declaration (Economic and Social Council resolution 1996/14). The Handbook on 211Justice for Victims was developed in response to that resolution.
